Free Programing Sources for Part 15 Stations

4Regardless of what kind of programming you air on your station, it could stand for a little diversity. But yours is probably amongst the majority of Part 15 crowd, whose station consist of little more than a one man (or woman) operation. The budget simply can not afford to purchase material from outside sources, or maintain a staff to produce it. You can only do so much on your own.. So what's a poor broadcaster to do??
Here's a hellaofa selection that wont cost you a dime:

All of the following programs have each been confirmed (as of  February 2016) by the originating sources as free-to-air programming for a part 15 hobby stations, providing their individual requirements are agreed to and followed. More programs are gradually being added as each become confirmed, so bookmark this page and check back periodically.. Eventually the categories to follow will be split into individual "sticky" category pages, as the list is getting long...

I suspect most of your will highly favor this independent organization known as PNS or Public News Service. I prefer their 6 minute PNS Daily News broadcast, but there's also the option to compile specific region and topic segments to air.  Although PNS is entirely member-supported, and donations are encouraged, the founder of PNS, Lark Corbeil has granted Part 15 free use of their content as we please, as he has outlined in this email..

1) you are welcome to use whatever you like, credit Public News Service and/but/however,
2) it would make our fundraising work much, much easier if we KNEW who was using our content.
 
Please, a favor, on your blog can you make a pitch for them asking to be invited to our private site for journalists/media that has lots more content - all for free?

name/frequency or if  they primarily radio or TV or online or print
/contact info (email/phone/address)/estimated audience of whatever size/and what state/s you want to see content from, and you’ll be invited to that state/s’ private website to see content.
About 8,000 outlets use our content now, and they are all welcome to it, but raising money is hard – and doing it the way I outlined ensures that we can keep creating the content to share.

How We Do It

 Media outlets across the map use Public News Service stories-from conservative news/talk to public, community, ethnic and religious outlets, on air, in print and on their online sites. Our television stories in Idaho are used consistently across the state. Spanish production is expanding across the country and our collaboration with Mainstream Media Project has excellent results. Scores of additional Spanish talk show interviews on related issues are booked across the country. Development plans for expansion include the remaining states, Canada and Mexico! In addition, we'll be producing complete news segments for other networks.

His report is currently run on 50 licensed US radio stations, not including illegal pirate stations or international stations.

A couple years ago I informed you about  The Voice Of America 5 Minute World News Broadcast; which is a professionally produced newscast which provides us permission to rebroadcast on our part 15 stations at no cost (providing you also have an online stream). [http://www.voanews.com]. So far as I know, VOA remains to be the only one of it's kind to offer this type of service for free, meaning an actual intact world news broadcast and it's a great option to add a little diversity to your programing. Contact Doug Boynton Director of Marketing at affiliates@bbg.gov to initiate a  formal agreement.
What I had received was a 'Basic Affiliate & Licensing Agreement' and a 'Declaration of Clearance' to fill out, sign and return via email. They do have a couple stipulations..
1. You must (or so it seems) also have an online stream of your station that accessible worldwide.
2. You must play the 5 minute broadcast in it's entirety.
The following provides more specific information from Doug Boynton the Director of Marketing, excerpted from my correspondence with him, including the ok on Part 15 transmissions..
"...Assuming your Internet radio station is intended for a worldwide audience, we can indeed make Voice of America’s hourly five-minute available to you at no charge. It’s a static URL that you can insert into your playlist Updated hourly, 24/7.I’ve attached the formal documents we’d need to execute in order to license your station to use our content... ... In order to get clearances at this end, can you tell me more about your proposed station – what kinds of content will it include; what audiences are you seeking?.. Questions, please feel free to get in touch... I understand your statement about simulcasting your internet and “on air” broadcast.  However, if I read your earlier e-mails correctly, the “on air” consists of Part 15 transmissions.  We don’t consider anything that’s not licensed as really “on air,” since the range is so short. If  you move to become a licensed station, we might have to have a different conversation. If this is okay with you, please let me know.  Otherwise, please keep us informed of your timetable to air, and welcome aboard!
I’ll have a countersigned copy back to you shortly.

I'm not sure I should classify this as a newscast, as it's really more of a commentary/talk program but it does cover current news and events, albeit in a much more indepth focused way..
 It is certainly a proffesional, informative, and well done program.

The ever enjoyable The Stuph File program (pronounced 'Stuff File') hosted by veteran broadcaster Peter Anthony Holder; "Hey there, hi there, ho there.." The program begins with audio of the familiar and retro 'peacock' NBC intro "The following program is brought to you in living color.." then a few moments previewing the episode and guest you are about to hear. Next comes a 5 minute newscast of odd-but-true news stories from around the US. (and sometimes beyond). And then the show continues for the rest of the hour with interviews of the featured guests and whatever the topics on hand may be.  During the span of each episode there are also several more inserts of brief oddball/true newscast, idiots of the day, a few psa's, and brief retro tv theme clips scattered throughout the program. It's a very entertaining show - and I don't mean goofy or silly - it's a genuinely interesting presentation which I believe any audience would take pleasure in.


An eclectic program that's a mix of interesting interviews and odd news.. This featured selection under our 'Talk and Entertainment' category was granted and added on December 25, 2018. What better time to receive a gift! It is one of my favorites. It's a very unique and entertaining offering.
The Radio8Ball Show has a fun premise; We have the host, a musical guest, and a one question... What that question is, might come from a phone-in caller, or someone visiting right there in the studio..

The answer to the question is revealed through the assistance of synchronicity, via a spin of the wheel, flip of a coin, or the turn of a card..

That determines the song the musical guest performs live, usually acoustically, right there in the studio as the answer to the question which was asked.

Discussion ensue on how that synchronicity-selected song related to the question which had been asked.

There are also several special tribute episodes to famous old school artist like Joni Michell, Tom Petty, Harry Nilsson and The Posies.

The show always begins with the same theme song (written by Andras Jones), with each musical guest performing there own version so it always sounds different.

Here's a sample of one version (from the Nilsson tribute) which I particularly like, there's another that I thought kind of sounds like the Beatles, and plenty of other cool renditions of it...

Radio8Ball is a musical divination format created by Andras Jones in which questions are answered by picking songs at random and interpreting the musical synchronicity of the experience. Currently, Radio8Ball is a daily podcast distributed by Starburns Audio and hosted by Andras Jones. Radio8Ball features live songwriters lik Inara George, Allen Toussaint, Jon Auer, Myra Flynn, The Essex Green, Mary Lou Lord performing and interpreting their songs as the "Pop Oracle" answers to questions from celebrity guests like John Trudell,  John C. Reilly, Tig Notaro, Patricia Arquette, Rae Dawn Chong & Viggo Mortensen.

Radio8Ball began on the airwaves at KAOS FM at The Evergreen State College in Olympia, Washington where the dream seminars led by his father, Richard M. Jones, formed the philosophical underpinnings of what would become his son's creation. Radio8Ball ran on KAOS from 1998 to 2008 at which point events took place at the station which are detailed in Andras' book
"Accidental Initiations: In The Kabbalistic Tree of Olympia" from Sync Book Press, that changed the trajectory of the evolution of the format. What followed was 5 years of live theatrical productions of Radio8Ball in Boston, Seattle, Los Angeles, Minneapolis, Joshua Tree and Olympia and eventually, what we consider to be its natural home, as a daily podcast.

There is a Radio8Ball app which, as of this writing, is only available to Android users. Coming soon to iTunes. The R8B app welcomes listeners to ask a question and shake their phone which generates a randomly chosen song from the over 1800 tracks recorded over the history of Radio8Ball. These include famous folks and wonderful unknowns, as well as Andras Jones's own music (which falls somewhere between these two poles). I really like this shows style, and knew it the first moments of ever hearing it. It's 30 minutes and straight forward in it's presentations and professionally done. But don't misunderstand, it's not dry in the least, each episode focuses on a single topic theme and usually consist of interviews with specialist, and the discussions convey how the topic has direct relationships to you, me, the industry and the world in general. Scattered throughout the program are bits and pieces of music and performances which add a nice touch of liveliness or poignancy. I like this one, and it feels like it's shorter than the half hour it is. Here's how they describe themselves:

I was intrigued when I heard the teaser trailer (listen below) to Mother Jones upcoming new podcast a few weeks ago, and now, at the time of this writing they have completed their first two episodes (available via their RSS feed at http://feeds.feedburner.com/bite-podcast, and also available via  iTunes .  I think it's a great program, but I'm not sure sure how to categorize it!.. It's not a cooking or recipe show... Not really an agriculture show either.. No, BITE is probally best categorized under "Science".. I guess,.. maybe,.. perhaps not... perhaps so.. not sure yet, so let's just categorize it here under food!..

There's not much to say about this next one. I first stumbled across it a few years ago, and thought it was cute... every once in a while I stumble across it again.. It's DogCat Radio dogcatradio.com, and the site expresses absolutely no information about itself whatsoever, except that it's "The radio station all pets enjoy", and it's "The most popular radio station on planet earth" So out of curiosity I took a look back via the internet archive to see what I could pull up.. The site first came on the scene back in Oct. 2005, and has been there ever since. The design and content has changed a few times, and the catch-phrase used to be "The radio station all pets and their humans enjoy!".
For awhile it also featured "DogCat TV" and even a pet fashion show and had Dick Van Patten as a guest..  "DogCatRadio.com is a division of Morusa Records. A BROADCASTING COMPANY." Oh.. by the way, I should mention that there is no programming offering for your station from DogCat Radio, so it really has no business in this blog post at all. So just ignore this section of the page, because I don't know how to delete it.
But what I do know is that the simple single page website is pointless, with an elegant cuteness about it; and that they want you to adopt a pet. dogcatradio.com

There are many sources for obtaining historical recordings. Two of the predominate ones are the Internet Archive and the Library of Congress. The content found there are free use, however in most cases are for non-commercial use only, make note of any terms on certain materials..

Since 2002 Internet radio fans around the world have been tuning in with delight and disgust to Cheeze Pleeze, hosted by Snarfdude and by first Moondog, and now currently, Daffodil. Each week the duo drops an irreverent mix of alternative cuts, celebrity oddities, novelty tunes and remakes sure to shock awe entertain and even baffle listeners.
•The original series ran 46 shows from February 2002 through May 2003 when the guys decided to take an extended leave. Those shows ran 60 minutes and found a solid fanbase and several affiliates on line. You'll find some of the original shows and eventually all of them available on archive.org. 
•... Snarfdude and Daffodil present Cheeze Pleeze, Series 2. Trimmed down to a slimmer, uninterrupted 30 minute package, many of original series feature continue including the Celebrity Slip Up.

BROADCAST SPECIFIC:
 
This program from KDX World Round Radio is produced and hosted by Carl Blare. It's the only show I know of made specifically for part15 broadcasters. The Low Power Hour, now with over 100 episodes under his belt, you never know what you might hear.. I have particular fondness of his earlier episodes, and highly recommend them, as their focus maintained a more constant emphasis specifically about Part 15 topics, with fascinating interviews, stories, advice, etc..

I made a previous post about a particular past episode (one of my favorites) [here]..
His more recent episodes still do provide updated news and events about Part 15 broadcasters and broadcasting, however nowadays the show tends to consist of a wider variety of content, and a little more whimsy than during it's original connotation had, nevertheless, it's great to get the part 15 updates on the air. Unfortunately, there are no longer public links to provide to the episodes, but they are all available to your station as an affiliate, all you have to do is contact him. I asked Carl why he no longer provides public links to his older episodes and he explained;...
"..As I have become more aware of copyright requirements for broadcasts and podcasts it appeared that if the LPH were open to the public they would qualify as "podcasts" and I would be in violation for not paying for using some music, By making the shows available for radio stations only the obligations change and the responsibility for copyright goes to stations that stream the shows. Unless I'm wrong.
Newer shows starting with # 100 are using royalty free music which should remove the burden of concern.

Lest his above statement should mislead you, I should clarify that The Low Power Hour is by no means a type of musical programing, only that music is often utilized in one way or another for portions of the program.
Also available from KDX is the entertaining  Blare OnAir and Blare OnAir Lite shows.
The Low Power Hour (LPH) radio program is freely available for non-commercial re-transmission by Part 15 Authorized Stations. No derivatives may be taken, programs must be used intact.  Please notify KDX of your use of the program. If you'll note they only specified "any licensed radio amateur" may rebroadcast it, so I made the following inquiry on March 3, 2019:

Message: Your terms only address licensed stations, but there are also legal unlicensed methods... I'm a hobby part 15 AM broadcaster, these type transmitters are limited range and the same as used by national and state parks, historic sites, marinas, etc. for the last half century and fully permissible for neighborhood radio stations as well. Information for Rebroadcasters
Both of Global Community Radio's 24/7 program streams are available to any non-commercial radio station anywhere in the world for rebroadcast at no charge.
Global Community Radio programming is ideal for stations wishing to run compelling, hosted content during times when there are no local community or student hosts on the air. This programming can be used in place of a simple automated music playlist, and is sure to attract new listeners to your station. Stations can also use Global Community Radio to initiate a 24/7 operating schedule if they are not currently on the air when no live programming is available.
Stations may reserve specific times for GCR programming within their schedule, or, can simply use the serve on an "as needed" basis. Airing GCR programming requires very little effort on your part. All you need to do is to be able to connect to our internet stream(s), and simply retransmit the audio over your own signal(s).
You do not need to worry about top hour legal ID requirements. We will run an ID every hour acknowledging all GCR affiliates. You do, however, have the option to cut away from the stream at any time to run your own IDs and other announcements. All GCR programming is FCC compliant.
Your station will NOT be responsible for paying any carriage fees for any of the syndicated programming supplied to you by Global Community Radio. You do not need to manually download any programs. We do all the work for you.

  3. Yet, another good weekly podcast to pick up is The Third Shift, about beer, babes, sports, cool & not topics, and gadgets. Show is produced in South Charleston, WV. They send via FTP link and can be asked for sample program for your station by e-mailing thethirdshiftradio@gmail.com 1st anniversary to come this Nov. 2017. Try them out!
