About five years ago an article was published in the September edition Monitoring Times magazine written by the founder of HobbyBroadcaster.net Bill Defelice. If you've never read it, you should. It's entitled: 'Low Power Radio Takes Many Forms', 
While the article tends to focus on the operations and procedures taking place at a high school radio broadcast group, it still stands on it's own as an excellent primer for any individual just getting into the Part 15 broadcasting hobby.. as well as a great refresher for those already schooled in the subject.
Monitoring Times magazine ceased publication a few years ago, but a pdf file of the issue is still available via the Hobby Broadcaster Website, and other locations as well, free of charge with a simple click of your mouse, -or if your prefer, Radio World also provides a webpage version of the same article...
